DOWNTOWN HOLLYWOOD MASTER PLAN UPDATE 2009

Here is the final draft of the proposed Downtown Hollywood Master Plan – a very thorough analysis and a profound statement of a Vision for future development in Downtown Hollywood:

•  Section 1 is an overall Introduction to the project.

•  Section 2 provides an extensive documentation of Existing Conditions, beginning on page numbered 9.

•  Section 3 is the economic analysis conducted by Paul Lambert of Lambert Advisory, beginning on page numbered 45.

•  Section 4 outlines the Vision for Downtown Hollywood, the proposed "character districts" and sub-districts, beginning on page numbered 53.

The Appendix, under separate cover, introduces the building "envelope", as Zyscovich has described the concept in numerous public meetings, and recommends using Floor Area Ratio (FAR) to define the maximum building area on a given lot.

The Appendix also includes Specific Zoning Recommendations for the proposed districts and sub-districts. During the project, we requested that Zyscovich provide recommendations "of sufficient specificity to enable project review". Therefore, the recommendations are indeed specific. It is very important to recognize that adoption of the Master Plan in no way has the effect of zoning. The recommendations are merely that, and would be refined during the creation of actual zoning regulations.

SCOPE OF WORK
The purpose of this project is to provide an update of the working document Downtown Hollywood: Young Circle, Vision, Zoning Recommendations and Master Plan, April 19, 2004. The goal is to consider any changes, market or otherwise, which may have occurred since that master plan was completed in 2004. The boundaries to be considered are Fillmore Street on the north; Monroe Street on the south; 17th Street on the east; and 22nd Street to the west.

The update will also provide additional detail for those sub-areas or "Districts" which were not fully examined in 2004. These include the North Downtown Office/Mixed-Use District and its expanded boundaries to Fillmore Street on the north, the Historic District expanded south to include Harrison Street, the TOD District west to 22nd Street, and the area south of Harrison Street to Monroe Street which was not part of the original Young Circle District.

One goal of the project is to effect new zoning codes for the Young Circle District and the North Downtown Office/Mixed-Use District. These will be complete zoning regulations and minimum design standards to support the recommendations articulated in the Master Plan Update.

March 10, 2009
Zyscovich presented the work to date on the Downtown Hollywood Master Plan, including the recommendation to abandon "density" calculations in favor of height, setback, and Floor Area Ratio (FAR) calculations. CONTINUED PARTICIPATION
The next step for the proposed Downtown Hollywood Master Plan is approval by the Planning and Zoning Board (tentatively March 23rd meeting) and then approval by the Hollywood City Commission (tentatively April 15th). HISTORY OF THE PROJECT 2003-2007
The Young Circle Area/Downtown Hollywood Visioning team is led by Bernard Zyscovich of Zyscovich, Inc., the Florida Association of the American Institute of Architects (AIA) 2008 Florida Firm of the Year.

The public process to update Young Circle area planning efforts began in April 2003, when four panelists reviewed proposed developments for the Young Circle area. Mr. Zyscovich moderated that panel and worked with the City of Hollywood's Community Redevelopment Agency to conduct two additional forums to ensure public participation. The result was the working document Downtown Hollywood: Young Circle, Vision, Zoning Recommendations and Master Plan, April 19, 2004. A fourth forum was subsequently held to explore the dynamics of the Federal Highway corridor.

A fifth forum, Commercial/Mixed-Use Development East of I-95, June 12, 2007 was held to provide public input to redevelopment activities. This discussion was moderated by Zyscovich and included Neisen Kasdin, Chair, Land Use Practice Group, Akerman Senterfitt and Past Chairman, ULI SE Florida/Caribbean; Michael Cannon, Managing Director, Integra Realty Resources, South Florida and Lyle B. Question & Answer

Q: Does the Master Plan, as drafted, indicate that office use would be permitted in existing structures in the new North Downtown District?

A: At this time, the Master Plan does indicate office use in existing structures. There will be an examination of parking and other issues as the zoning regulations are created for the new district.

Q: Will Bed and Breakfast use be permitted in the Transition to Lakes district?

A: As the Master Plan is currently drafted, Bed and Breakfast use would be permitted. Parking and other issues would need to be explored as actual zoning regulations are drafted.
